Editorial Policies

Aim and Scope

The aim of Research Bulletin by Russian Maritime Register of Shipping is to summarize scientific research and practical achievements in the field of maritime transport, to enhance proficiency of researchers and industry experts.

The journal publishes research articles and research reviews on a wide range of issues related to safety of navigation of ships and offshore installations, protection of life at sea, cargo safety, environmental safety, as well as reviews and information on significant changes to the current RS rules and guidelines.

The journal is intended for specialists in the field of shipbuilding and marine transport operation, studying the issues of safety of life at sea, environmental protection, design and construction of ships and offshore development installations.

The journal is distributed at industry related events, conferences and exhibitions.

Russian Maritime Register of Shipping expresses appreciation to the authors and invites scientists and experts to submit articles for publication in the journal.

Research Bulletin publishes articles on the following scientific specialities of the Higher Attestation Commission nomenclature:

2.5.17 – Theory of the ship and ship structural mechanics; 

2.5.18 – Design and construction of ships;

2.5.20 – Ship power plants and their components (main and auxiliary);

2.6.1 – Metal science and thermal treatment of metals and alloys.

RS Bulletin considers scientific publications on the following specialities not currently included in the Higher Attestation Commission list:

2.2.15 – Telecommunication systems, networks, and devices;

2.9.7 – Operation of water transport, waterways and hydrography;

2.6.17 – Material science (engineering sciences).

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

double-blind peer review method is mandatory for processing of all scientific manuscripts submitted to the editorial stuff of "Research Bulletin by Russian Maritime Register of Shipping". This implies that neither the reviewer is aware of the authorship of the manuscript, nor the author maintains any contact with the reviewer. The manuscripts are sent to two reviewers for evaluation.

  1. Members of the editorial board and leading Russian and international experts in corresponding areas of life sciences, invited as independent readers, perform peer reviews. Editor-in-chief, deputy editor-in-chief or science editor choose readers for peer review. We aim to limit the review process to 6-8 weeks, though in some cases the schedule may be adjusted at the reviewer’s request.
  2. Reviewer has an option to abnegate the assessment should any conflict of interests arise that may affect perception or interpretation of the manuscript. Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations:
    - to accept the paper in its present state;
    - to invited the author to revise their manuscript to address specific concerns before final decision is reached;
    - that final decision be reached following further reviewing by another specialist;
    - to reject the manuscript outright.
  3. If the reviewer has recommended any refinements, the editorial staff would suggest the author either to implement the corrections, or to dispute them reasonably. Authors are kindly required to limit their revision to 2 months and resubmit the adapted manuscript within this period for final evaluation.
  4. We politely request that the editor be notified verbally or in writing should the author decide to refuse from publishing the manuscript. In case the author fails to do so within 3 months since receiving a copy of the initial review, the editorial board takes the manuscript off the register and notifies the author accordingly.
  5. If author and reviewers meet insoluble contradictions regarding revision of the manuscript, the editor-in-chief resolves the conflict by his own authority.
  6. The editorial board reaches final decision to reject a manuscript on the hearing according to reviewers’ recommendations, and duly notifies the authors of their decision via e-mail. The board does not accept previously rejected manuscripts for re-evaluation.
  7. Upon the decision to accept the manuscript for publishing, the editorial staff notifies the authors of the scheduled date of publication.
  8. Kindly note that positive review does not guarantee the acceptance, as final decision in all cases lies with the editorial board. By his authority, editor-in-chief rules final solution of every conflict.
  9. Original reviews of submitted manuscripts remain deposited for 3 years.

The Editorial Board of RS Research Bulletin endorses ICMJE criteria for authorship (https://www.icmje.org/recommendations/browse/roles-and-responsibilities/defining-the-role-of-authors-and-contributors.html).

An author is a person who:

  • substantially contributed to the conception or design of the work;
  • participated in the acquisition, analysis, or interpretation of data for the work;
  • drafted the work or reviewed it critically for important intellectual content;
  • approved the final version of the article to be published;
  • is accountable for reliability of the presented data and originality of the article as a whole.

Each author shall meet all the above-mentioned criteria for authorship. Those who do not meet at least one of these criteria may be listed in the Acknowledgement section.

Co-authors shall nominate a corresponding author who is responsible for communication with the Editorial Board during the manuscript submission, peer review, and publication process.

By submitting the manuscript, the author warrants that the paper is an original work that has not been previously published in Russian or other languages. If the paper has already been published, the author is obliged to notify the Editorial Board about the previous publication and provide written consent of the copyright holder for re-publication. The author guarantees that the manuscript has not been submitted for publication and will not be published in another journal in the future.

All articles in Research Bulletin by Russian Maritime Register of Shipping are published under the terms of an Attribution 4.0 International license (CC BY 4.0). It means that users can share – copy and redistribute the published papers in any medium or format and adapt – remix, transform, and build upon the material for any purpose, even commercially.

The author retains copyright to use the paper and its parts in his/her scientific research by including reference to the original publication in the journal.

Once published, a paper may only be republished after obtaining the written consent of the Editorial Board of Research Bulletin by Russian Maritime Register of Shipping, indicating copyright and referencing the publication in the journal.

By submitting a paper for publication to Research Bulletin by Russian Maritime Register of Shipping, the author grants the Editorial Board the following rights:

  • the right to reproduce, publish, distribute and archive the paper or any part thereof in any form, including reprinting, translation, photocopying, reproducing, electronic format (online and offline) or any other form and shall come into force upon acceptance of the paper for publication. Each copy of the paper shall contain the name of the author (authors) of the paper, copyright and license type (CC BY 4.0);
  • the right to introduce changes in the paper without altering its content;
  • the right to put it into the public domain;
  • the right to use metadata (title, information about authors, abstract, list of references, bibliography, etc.) of the paper by distributing and making it publicly available, processing and systematization, as well as by including them in various databases and information systems.

The territory of exercising the rights on the paper is not limited.

Copyright to all published papers is enshrined in the License Agreement with the authors.

Author fees

Publication in "Research Bulletin by Russian Maritime Register of Shipping" is free of charge for all the authors.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

"Research Bulletin by Russian Maritime Register of Shipping" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in "Research Bulletin by Russian Maritime Register of Shipping", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Research Bulletin by Russian Maritime Register of Shipping" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
